There are several ways in which a foreigner may authorize a Turkish attorney operating in Turkey through a Power of Attorney:

What You Need to Know When Issuing a Power of Attorney:

Firstly, a foreigner may issue a Power of Attorney by applying to the Turkish Consulate in his/her country with the help of an interpreter.

Or he/she may issue a Power of Attorney at a notary in his/her country, which Power of Attorney must have an Apostille attested by a competent authority in the district of such notary public. (Documents issued by foreign authorities shall be void in Turkey unless they have an Apostille.)

If the foreigner is in Turkey, he may give a power of attorney through a sworn translator at Turkish notaries. Passport he brought with him is sufficient for authorizing an attorney for court proceedings. However, in case of a power of attorney for divorce, recognition and approval of divorce or for properties, the principal must have 2 (two) photos. In case of any powers of attorney to be issued on behalf of a company, certificates proving that the principal is a representative of the company are also required.

Note: We think that powers of attorney issued by attorneys must be validated when they are read and signed by the client in order to give a power of attorney fast to enable the attorney to apply for remedies without delay just like in Germany. For preventing misconducts on this matter, heavy sanctions may be applied to attorneys and the same procedure may be applied to any powers of attorney including private authority.
